On April 24, 2019, Oleg Ignatiev was a speaker at the annual Infrastructure Congress "Russian PPP Week". Oleg took part in the session "Public and private funds, guarantee mechanisms, tax incentives. How does support for infrastructure projects and PPPs work in practice?".
The topic of Oleg's presentation was support of infrastructure projects through guarantee funds. In addition to describing the Russian experience of creating project support funds (RDIF, Housing and Utilities Reform Assistance Fund, etc.), Oleg described the types of financial support for PPP projects depending on the stages of the project and the distribution of risks of project participants: project preparation loans, seed investments, mezzanine loans, guarantees and other types of support.
Oleg proposed to consider the creation of regional guarantee funds to support PPP projects, as well as to use the international experience of creating similar funds in South Korea, USA and other countries.
